Consider For Approval An Ordinance Of The City Of Galveston, Texas, Declaring A State Of Disaster And Emergency In The City Of Galveston Related To The Winter Storm Of 2021; Confirming And Ratifying The Declaration Of The Local State Of Emergency Signed By The Mayor, Making Various Findings And Provisions Related To The Subject, Providing For A Penalty And Providing For An Effective Date. Consider For Approval An Ordinance Of The City Of Galveston, Texas; Extending The State Of Emergency And Disaster Related To The Covid-19 Virus Until April 30, 2021, Extending Certain Emergency Orders Ratified By City Council Relating To The Operation Of Electronic Amusement Machines, The Suspension Of Building Code And Flood Plain Regulations For Placement Of A Covid 19 Temporary Screening Facility At Scholes Airport; Requiring Commercial Entities Providing Goods Or Services Directly To The Public To Develop A Health And Safety Policy Mandating The Wearing Of Masks In Their Facility, Requiring The Wearing Of Face Masks In Public And Restricting Mass Gatherings; Making Various Findings And Provisions Related To The Subject, Providing For A Penalty And Providing For An Effective Date.

Consider an ordinance amending the FY 2020 Operating Budget by transferring $1,526,606 from General Fund balance to create a one-time line item budget to properly record Hurricane Ike CDBG Housing Program Administration expenses; Said expenses were incurred from FY 2010 through FY 2013 and were not reimbursed by the General Land Office using grant administration funds; and reimbursement of which is now considered tenuous and contingent on a number of events of uncertain outcome. 9.A.

Consider for approval authorizing the Park Board to make approximately $89,390 in capital improvements to Dellanera Park Pavilion. (Collins/Brown)

9.B.

Consider For Approval A Resolution Of The City Council Of The City Of Galveston, Texas, Approving The Annual Aerial Spraying For Mosquito Control; Directing The City Secretary To Forward A Certified Copy Of This Resolution To The Galveston County Mosquito Control District; Providing For Findings Of Fact And Providing For An Effective Date.

Consider For Approval A Resolution Of The City Council Of The City Of Galveston Supporting The Bid For The 2024 Texas Recreation And Park Society, (Traps) Institute And Expo Submitted By The City Of Galveston's Parks And Recreation Department; Providing For Findings Of F Act And Providing For An Effective Date. Consider approval of a contract with Triad Marine and Industrial Supply, Inc. for an all hazard response and rescue boat with firefighting capabilities (RFP 21-02) in the amount of $208,422.00. Authorizing the City Manager to execute all necessary documents upon final approval by the City Attorney. (C. Olsen)

9.E.

Consider approval of the award of RFP 20-20 Financial Advisory Services to Huntington Capital Markets for a three-year contract, with two optional one-year renewals: At a cost of $40,000 per year with additions for each bond sale conducted that depend on the size of the sale; and authorizing the City Manager to execute the contracts upon final approval by the City Attorney. Consider for approval authorizing the City Manager to execute all necessary documents for the Federal Transit Administrations annual 5307 and 5340 grant applications that will provide funding for Island Transit during the current fiscal year. (D. Smith)

9.G.

Consider for approval of the three-year auto parts contracts to the responding bidders that conformed to the specifications in bid #21-002; Car Parts, IEH Auto Parts, Republic Parts and Interamerican Motors, and authorize the City Manager to execute the contract upon final approval by the City Attorney. 9.H.

Consider for approval authorizing the City Manager to execute all necessary documents for the Texas Department of Transportation’s 5310 grant application supporting the ADA Complementary Paratransit service during the current, and following fiscal year. (D. Smith)

9.I.

Consider for approval the purchase of eleven (11) netmotion mobility software licenses from Mobile Wireless LLC utilizing DIR TSO 3810, 11 laptops, routers and docking stations from and Turn‐Key Mobile, Inc. utilizing the Texas DIR contract (DIR‐TSO‐4025) and seven (7) licenses from CentralSquare (Formally known as Sungard Public Sector, Inc) for a total cost of $108,311.09. This purchase will supply laptop computers, printers, mounting hardware, and licenses to upfit eleven marked Marshals units with state‐of‐the‐art equipment to allow the deputy Marshal’s to perform their duties reducing face to face contact, and enhance their ability to work independently in the field. Consider for approval the purchase of a replacement audio/visual system for the Police Department’s interview rooms through WatchGuard, utilizing the DIR‐TSO‐4163 contract in the amount of $16,110. This system will replace an aged outdated solution which only supports video through the creation of a DVD. The new solution will store the data on the network in a database for easy storage and retrieval. (H. Dean)

Consider for Approval to Authorize the City Manager or his Designee to Execute a Certification of Consistency with the City’s Consolidated Plan (HUD Form–50077-SL) for the Galveston Housing Authority Program Year 2021 Annual Plan. (A. Law)

Consider for approval minutes of the December 29, 2020 Regular Meeting, the January 7, 2021 Orientation Session, and the January 28, 2021 Workshop and Regular Meeting. (J. Williams)
