Consider for action an ordinance of the City of Galveston, Texas, adopting the annual governmental and proprietary funds budget for the fiscal year beginning October 1, 2022 and ending September 30, 2023; Making appropriations for city operations and capital projects for such fiscal year as reflected in such budget; Authorizing various other transfers; Approving and adopting the FY 2023 Capital Budget; Approving and adopting the FY 2023-2027 Capital Improvement Plan; and making various findings and provisions related to the subject and providing for an effective date.

Consider For Approval An Ordinance of the City of Galveston, Texas, amending the Criteria and Selection Procedures for Contributions of Hotel Occupancy Tax to Arts and Historical Preservation, found in Chapter 33-92 Distribution of Tax Proceeds of the Code of the City of Galveston 1982 as amended, by increasing the funding available to the cultural arts commission; making various findings and provisions related to the subject and providing for an effective date (M. Jadidi)

CONSENT ITEMS - The following items shall be considered for action as a whole, unless one or more Council Members objects. The City Manager is authorized to execute all necessary documents upon final approval by the City Attorney.

11.A.

Consider for approval a Resolution of the City Council of the City of Galveston, Texas, authorizing the City Manager to apply for a Texas Department of Transportation, Aviation Division Grants for the Engineering/ Design Services for the Runway Safety Area Improvements for Runway 14 for the fiscal year 2022; authorizing the Texas Department of Transportation as agent for the City of Galveston to apply for, receive, and disbursing all funds for these improvements; directing the City Manager to execute all necessary documents relating to the Grants; directing the City Secretary to send a certified copy of the Resolution to the Texas Department of Transportation; providing for findings of fact and providing for an effective date upon final approval by the City Attorney (M. Consider For Approval A Resolution Of The City Council Of The City Of Galveston, Texas, Authorizing The City Manager To Execute Documents Accepting A TxDOT STEP “Impaired Driving Mobilization Enforcement And Speed Enforcement” Grant For Fiscal Year 2023 From The Texas Department Of Transportation In The Amount Of $47,786.35; And Providing For A Local Match Of $9,755.03; Providing For Findings Of Fact And Providing For An Effective Date. Consider For Approval A Resolution Of The City Council Of The City Of Galveston, Texas Approving And Authorizing The City Manager To Execute An Interlocal Cooperation Agreement With Galveston County For Continued Participation In The Galveston County Auto Crimes Task Force; Approving And Authorizing The City Manager To Execute The Agreement; Providing For Findings Of Fact And Providing For An Effective Date. Consider For Approval Accepting A Donation of Two ASPIS Z Level III Ballistic Shields for the Galveston Police Department S.W.A.T. Team. (D. Balli)

Consider For Approval an Economic Development Agreement Between the Park Board of Trustees of the City of Galveston and the Industrial Development Corporation of the City of Galveston for the Project for the Engineering and Design to Sustain an Eroding Beach on West Galveston Island Through the extension of the 8 Mile Road Project to 13 Mile Road Along the Gulf of Mexico. Consider for approval, awarding Bid # 22-08 Janitorial Supplies, Materials & Equipment to Kleen Supply Co., O & M Holding Inc. DBA OmniKlean, Competitive Choice and Gateway Printing & Office Supply for an initial term of three years, with the option to extend for an additional (2) one-year term authorizing the City Manager to execute the contract upon final approval from the City Attorney. Consider for Approval the acceptance of a donation valued up to $65,000.00, from Better Parks for Galveston, for resurfacing tennis courts at Menard Park and Lasker Park. (B. Sanderson)

Consider for approval the establishment of a list of Pre-Qualified Underground Utility Locating Firms to conduct underground field investigation services for City of Galveston Projects, for a period of three (3) years. (R. Winiecke)

Consider for approval the establishment of a list of Pre-Qualified Surveying Firms to conduct Professional Surveying Services for City of Galveston Projects, for a period of three (3) years. (R. Winiecke)

Consider for approval the establishment of a list of Pre-Qualified Engineering Firms to conduct Professional Engineering Services for City of Galveston Projects, for a period of three (3) years. (R. Winiecke)

Consider approval of Change Order #1 to the contract with Terracon, Inc. for additional geotechnical engineering services associates with the design of the improvements to the Sandhill Crane Park, increasing the contract by $3,500.00 from the amount of $14,800.00 to the amount of $18,300.00. Authorizing the City Manager to execute all necessary documents upon final approval by the City Attorney. (R. Winiecke)

Consider for approval awarding the annual contract for the purchase of Street Materials (Bid-2207) to Vulcan Construction Materials, LLC, American Materials, Core & Main LP, Cherry Crushed Concrete and Texas Materials Group, Inc. dba Gulf Coast.
