The U.S. Dept. of Housing & Urban Development (HUD) administers the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs and has released the 2020 CDBG and HOME Funding Allocations. The City will receive CDBG funding of $1,214,844 and HOME funding of $275,681. CDBG and HOME Program Income has been estimated at a total of $50,000 (CDBG $20,000 and HOME $30,000). City Council reviewed these projects on March 24, 2020 with a consensus to complete the citizen participation process. The projects will be submitted to Council for approval on April 30, 2020. All CDBG Projects will provide a benefit to the low-moderate income (LMI) population. All HOME Projects will provide an affordable housing benefit to LMI households.
The HOME Program projects have been amended due to the HUD release of 2 sets of statutory and regulatory waivers to the HOME Program and HOME Tenant-Based Rental Assistance (TBRA) to enable cities to more quickly use their HOME funds to respond to the housing needs of those impacted by the COVID-19 pandemic.
The City has amended its Citizen Participation Plan to provide for waivers from the Coronavirus Aid, Relief, and Economic Security (CARES) Act and HUD and some cleanup edits.

The meeting will be conducted by telephone/video conference in order to advance the public health goal of limiting face-to-face meetings (also called "social distancing") to slow the spread of the Coronavirus/COVID-19. The City encourages citizen participation in the Consolidated Planning Process and initiated on Friday, April 24, 2020 a 5-Day Citizen Comment Period on the 2020 CDBG & HOME Program Proposed Objectives and Projects due to the HOME Program amendments and the Amendments to the Citizen Participation Plan. Questions or comments for the 2020 Programs, Plan, and the Public Hearing will be received in writing to City of Galveston, Grants & Housing Dept., 2508 Ball Avenue, Galveston, TX 77550, by email to alaw@galvestontx.gov, or by telephone at 409-797-3820 until 5:00 p.m., April 29, 2020. Upon completion of the citizen participation process, approval by City Council, and all HUD requirements, the City’s 2020 Action Plan (application) will be submitted to HUD.
