Public notice: Consolidated Annual Performance and Evaluation Report published

The City of Galveston is required by the U.S. Department of Housing and Urban Development (HUD) to submit an annual Consolidated Annual Performance and Evaluation Report (CAPER). This report provides an assessment of the City’s progress in carrying out its five-year strategic plan and one-year action plan for the HUD-funded programs: Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program (HOME). This notice is to make the CAPER report available to the public for comments prior to its submittal to HUD by August 29, 2021.

The City’s 2021 CAPER is available for review and comment from August 13th through 27th online at https://www.galvestontx.gov/1052/5-year-Consolidated-Plan or by email to Grants@galvestontx.gov. This report covers the 2020 Program Year of June 1, 2020 through May 31, 2021 and contains a summary of programmatic accomplishments including a description of the resources made available, the investment of available resources, the geographic distribution and location of investments, the families and persons assisted, actions taken to affirmatively further fair housing, and other actions indicated in the strategic and action plans. 

The City was required to estimate the amount of Program Income (PI) that it anticipated receiving for allocation purposes in the 2020 Action Plan. The City estimated the PI receipts of $20,000 in CDBG and $30,000 in HOME for the 2020 Program Year. The City received $33,547.15 in CDBG PI and $166,373.12 in HOME PI. Due to the deviation in CDBG and HOME PI of more than the City’s 25% rule for a substantial amendment, this is to notify the public of the amendment in PI receipts that became available to complete the objectives of the City’s Consolidated Plan.

The City of Galveston encourages citizen participation. Comments regarding the 2020 CAPER or the PI amendment may be directed to the Grants & Housing Department located at 2508 Ball Street, Galveston, Texas 77550, by telephone at (409) 797-3820, or by email to Grants@galvestontx.gov. Comments received by 4 p.m. on August 27, 2021 will be considered in the HUD submittal of the 2020 CAPER. Additional postings may be provided on the City’s website at https://www.galvestontx.gov/1052/5-year-Consolidated-Plan.

The Grants & Housing Dept. will conduct a PUBLIC HEARING to receive citizen comments on the City’s 2020 CDBG and HOME Programs CAPER as follows:
